Article 11 of Chapter VIII protects designated bicycle lanes from vehicle traffic. § 8-1106 states plainly that motor vehicle traffic is prohibited on all designated bicycle lanes except to enter or exit from parking spaces or driveways, or to make right-hand turns, and that vehicular traffic must yield to bicycle traffic when crossing the lane. § 8-0503(1), the turning-at-intersection rule, backs this up for the most common conflict point: a driver preparing a right turn must enter the right-hand traffic lane a reasonable distance before the intersection, and the section closes with the express statement that nothing in it authorizes using a designated bicycle lane for vehicle traffic.

Read together, the two sections mean a driver may only touch a bike lane briefly, near the curb, to reach a driveway, a parking space or the corner itself, and must give way to any bicycle already using the lane. The bicycle articles apply this obligation citywide, not just downtown, and pair with § 8-1102's single-file rule, which expressly carves out an exception for bicycles riding on paths or roadway sections set aside for their exclusive use.
