City Code § 21-1302(1) bars any person, firm, corporation, or other entity from operating or allowing to be operated an electric scooter rental system in the city without first obtaining a permit, and § 21-1302(2) makes clear no permit is exclusive. Section 21-1303 requires operators to be at least 18 or authorized to do business in North Dakota, and § 21-1305 requires liability coverage of at least $375,000 per person, $1,000,000 per incident, and $375,000 property damage, adjusted to match the state political-subdivision liability limits in N.D.C.C. § 32-12.1-03, with the city named as an additional insured.

Section 21-1310(2) requires operators to notify customers, either on the scooter or through an app, that helmet use is encouraged and that, under subsection (B), scooters are prohibited from being operated on sidewalks, bike paths, and bike lanes except as described in City Code § 8-1804. Operators must cap their fleet at 400 scooters citywide under § 21-1310(15), rebalance improperly parked scooters within three hours of a nuisance complaint on weekdays or by 10:00 a.m. the next day otherwise, and halt operations and remove scooters from public rights-of-way ahead of anticipated snow events under § 21-1310(18).

Parking is restricted under § 21-1311 from tree wells, ADA paths, transit zones, loading zones, curb ramps, driveways, and private property without authorization, and no scooter may sit in one spot longer than seven consecutive days. Section 21-1314 authorizes the chief of police to impound any scooter that is a nuisance, unpermitted, inoperable, or obstructing a right-of-way, with impoundment costs charged to the permit holder.
