Section 19-31 is a standalone prohibition inside the town's parking chapter: no person owning or possessing a motor vehicle, as defined under Florida Statutes chapter 316, may permit that vehicle to be parked, stand, or remain on a bike path or bicycle trail anywhere in Jupiter. The only exception written into the section is a permanent or duly authorized temporary driveway, meaning a driveway crossing that has been approved to cut across the path is not treated as an obstruction. The rule was codified from the 1975 Code section 24-64 and carried forward through the 1992 recodification before being last amended by Ordinance No.

40-11 in 2011 and Ordinance No. 25-14 in 2014, which set the current appeal and penalty cross-references. A violation is punished under the penalties set out in section 19-36, the same uniform schedule that governs the town's other parking violations, meaning a $40 base fine that can rise to $100 plus court costs if contested and upheld. Anyone cited under section 19-31 may appeal to the town's code enforcement magistrate, and that appeal must be filed with the clerk of the town's code enforcement division within ten days of the date printed on the citation.

Because the ban covers any motor vehicle rather than just cars left overnight, a delivery van or contractor's truck stopped briefly on a marked bike lane or trail is equally exposed to citation.
