Naperville, IL Mobility & Curb Rules: Bike Lane Rules (2026)

Section 11-4-7-3, Operation and Use, is the operative bicycle-lane provision within Naperville's e-bike and e-scooter ordinance (Chapter 4, adopted by Ord. No. 25-133 on December 3, 2025). Subsection 1 gives e-bike and e-scooter riders the same rights and duties as traditional bicyclists under the Illinois Vehicle Code, including yielding at stop signs, signaling turns, and riding with traffic. 1 allows e-bikes and e-scooters on any street or roadway where bicycles are permitted, but bars e-scooters from roadways posted above 35 mph and from State highways.

2 is the direct bicycle-lane rule: Class 1 and Class 2 e-bikes and e-scooters are permitted in bicycle lanes throughout the City, while Class 3 e-bikes, the fastest tier at up to 28 mph motor-assisted, may use a bicycle lane only if it is designed for speeds up to 28 mph or local signage specifically allows it. 3: standard e-bikes, Class 1, Class 2 and e-scooters may use them unless a managing agency such as the Forest Preserve Districts of DuPage or Will County or the Naperville Park District restricts them, but Class 3 e-bikes are barred from multi-use paths absent explicit authorization.

5 bars them entirely from highways, expressways, and the Riverwalk. Subsection 5 caps speed on multi-use paths at 15 mph regardless of a device's rated top speed. Riders must be at least 16 for an e-bike and 18 for an e-scooter under subsection 2. The companion prohibited-acts section, § 11-4-7-4, separately bans reckless operation and weaving through traffic on these devices, including in bicycle lanes.
