Sandy, UT Mobility & Curb Rules: Red-Light Cameras (2026)

Section 14-6-2 of the Sandy Traffic Code states the City's photo-radar program "is authorized in school zones and in all other areas of the City; provided, however, that prior to issuing citations, summons, or informations for violations in areas other than school zones, the Police Department shall determine that there exists a demonstrable public safety need for such enforcement," a finding the section leaves "at the sole discretion of the Police Chief." The section defines photo-radar as "a device used primarily for highway speed limit enforcement substantially consisting of a low power Doppler radar unit and a camera mounted in or on a vehicle," which prints the vehicle's speed, date, time and location on the photograph; it is a speed camera, not an intersection red-light camera, and Sandy's code text does not describe a separate red-light camera program.

When probable cause exists, the City can mail or personally serve a summons on the registered owner. The owner must then complete the summons, identifying the vehicle owner, the driver (if known), the driver's license number and date of birth, and return the form within the time stated, which by Section 14-6-2 "may not be less than 14 days from the date of mailing or service." Failing to return the completed form on time is itself a violation, and so is "intentionally or knowingly withholding" the required identifying information; Section 14-6-2 classifies any violation of those reporting duties as an infraction.
