Lake Elsinore, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

LEMC § 10.54.020 defines "Regulated Mobility Device" to include Electric Bicycles, Electric Personal Assistive Mobility Devices, Electrically Motorized Boards, Low-Speed Vehicles, Electric Motorcycles, Motorized Scooters, and Shared Mobility Devices, meaning the same no-ride rules govern a personally owned scooter and a dockless shared scooter alike. Section 10.54.030(F)(4) makes it unlawful to operate any Regulated Mobility Device on a sidewalk, open space conservation area, playground, park, landscaped area, athletic field, sport court, school ground, or public trail unless that location is specifically posted open or designated as a bicycle path or route.

The same subsection's paragraph 1 separately bars operating any device in an "unsafe manner," paragraph 2 bans stunts like wheelies on any highway, roadway, sidewalk, or Public Area, and paragraph 3 bans operating while texting on a hand-held device. Every retailer or rental operator of a Regulated Mobility Device must, under § 10.54.040, hand the renter a copy of Chapter 10.54 and keep proof of that disclosure for three years. Enforcement runs through § 10.54.050: any City Enforcement Officer, as defined in § 1.20.020, may cite a violation, each day a violation continues is a separate offense, and a violator may be offered a City-approved safety class instead of a fine, with proof due within 90 days.

A device left obstructing a public area, abandoned, or unattended more than 72 hours may be impounded, and the owner has 60 days to reclaim it before disposal under California Civil Code § 2080.10.
