LEMC § 10.54.030(C) requires the operator of a Bicycle, Electric Bicycle, electric scooter, electric skateboard, or other Regulated Mobility Device to travel in the same direction as vehicles are required to be driven, regardless of whether the operator is in the roadway, highway, or a bike lane, so riding against traffic in a bike lane is itself a violation. Section 10.54.030(G) then requires any Regulated Mobility Device, including all Electric Bicycles, to use a designated bicycle lane where one is available, and to comply with California Vehicle Code §§ 21202 and 21208 on riding as close as practicable to the right-hand curb and on lane position within a bike lane.

The same subsection requires an e-bike operator to yield the right-of-way to pedestrians and keep a cautious speed that does not endanger pedestrian safety, which reaches conflicts where a rider crowds or startles a pedestrian crossing a bike lane. Chapter 10.52's general bicycle provisions layer on top: § 10.52.030 bans riding a bicycle on a sidewalk unless it is part of a designated bicycle route, and § 10.52.040 requires bicycles on a shared pedestrian/bicycle facility to yield to pedestrians. Enforcement of the electric-device rules runs through § 10.54.050: a City Enforcement Officer may issue an administrative citation under Chapter 1.20 LEMC, each violation may be charged as a misdemeanor or, at the City Attorney's discretion, an infraction, and a violator may be offered a safety class in lieu of a fine.
