Yorba Linda, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Yorba Linda's regulated mobility device chapter, added by Ordinance No. 2025-1114 effective October 7, 2025, folds shared mobility devices, defined under Section 10.80.020 by reference to California Civil Code Section 2505, together with motorized scooters, electric bicycles, electrically motorized boards and low-speed vehicles into a single 'regulated mobility device' category. Under Section 10.80.030, operating any of these devices in an unsafe manner anywhere in the City, on streets, sidewalks, bike lanes, multipurpose trails, parks or private property open to the public, is unlawful. Unsafe operation includes exceeding 25 miles per hour on a street or bikeway, exceeding 10 miles per hour on a multipurpose trail, park or sidewalk, riding against traffic, carrying a passenger under 16, or failing to yield to pedestrians and equestrians.

Separately, Section 10.80.040 lets the City Council designate by resolution any street, sidewalk, multipurpose trail or other public-access area, in whole or in part, as a location where operation of a regulated mobility device, including a shared scooter from a rental fleet, is prohibited, and directs the City Engineer to post signs marking those no-ride zones. Riders who ignore posted prohibition signs are separately in violation under Section 10.80.030(A)(11). Enforcement officers under this chapter include peace officers, City code enforcement officers designated under Section 1.03.040, and Orange County Sheriff's Department employees authorized to process violations.

Penalties escalate under Section 10.80.060: a first violation is an infraction carrying a $250 fine, a second is $500, and a third within twelve months may be charged as a misdemeanor with a $1,000 fine at the City Attorney's discretion. City and other public-agency personnel performing official duties, and persons with disabilities using mobility devices under the ADA, are exempt under Section 10.80.050.
