Section 10.48.140 sets the baseline rule that riding or operating a bicycle on any street in the City is permitted in accordance with the California Vehicle Code, unless the City Council specifically prohibits it by action. Subsection B gives the City Council authority to establish bicycle lanes, paths, or routes by resolution wherever it determines they are required, and subsection D empowers the City's Traffic Engineer to erect and maintain signs marking those bicycle paths, lanes, or routes or otherwise regulating how vehicles and bicycles interact with them, provided the signage conforms to standards set by the State Traffic-Control Devices Committee.

Subsection C separately lets the Traffic Engineer post signs banning bicycle riding on a specific sidewalk or roadway. Section 10.48.150 then addresses sidewalks: riding on a sidewalk is permitted unless prohibited by posted signs, but a cyclist on a sidewalk must yield the right-of-way to pedestrians and give an audible signal before overtaking or passing one, and riding on a playground, park, or schoolground not designated as a bike path or route requires permission from whoever supervises that area. The chapter's definitions section describes a bicycle lane or bike path as a lane separated from vehicular lanes and marked by signs and markings, distinct from a bike route, which is only a suggested travel path with no physical separation.
