Bossier Parish, LA Noise Ordinances: Aircraft Noise (2026)

Sec. 46-36(h) addresses airport and aircraft operations as an express carve-out from the parish noise ordinance. Subsection (h)(1) limits the parish's authority having jurisdiction (AHJ) to consulting with an airport proprietor to recommend changes in airport operations that could minimize noise disturbance, only to the extent the airport owner has authority to control those operations in its capacity as proprietor. Subsection (h)(2) goes further: it states nothing in the noise article shall be construed to prohibit, restrict, penalize, enjoin or in any manner regulate the movement of aircraft that are conducted in accordance with, or pursuant to, applicable federal laws or regulations.

Because federal law under the FAA governs aircraft operations, this provision effectively removes flight noise, including operations tied to Barksdale Air Force Base and any general aviation airports in the parish, from the reach of the parish's maximum permissible sound levels in Sec. 46-35 and the enumerated violations in Sec. 46-36(a). The exemption tracks the same approach the ordinance takes for other federally or governmentally controlled activity, such as government and utility construction exempted under Sec. 46-36(l).
