Using or operating for any purpose any loudspeaker, loudspeaker system, or similar device between the hours of 10 p.m. and 7 am, such that the sound therefrom creates a noise disturbance across a residential real property line, or at any time violates the provisions of Section 8.36.040 or 8.36.050, except for any non-commercial public speaking, public assembly or other activity for which a permit has been issued by the City.
