Gardena, CA Noise Ordinances: Aircraft Noise (2026)

Gardena Municipal Code Chapter 8.36 treats ground-based aircraft noise, meaning maintenance, repair, and engine testing work performed on aircraft, motor vehicles, and motorboats, as a Prohibited Act under § 8.36.070(17)(a) whenever it creates a noise disturbance across a residential real property line, or otherwise breaches the ambient limits set in § 8.36.040 (45 dB(A) daytime / 40 dB(A) nighttime for residential zones, tightened another 5 dB for whining, hammering, or amplified-speech tones). Subsection (17)(b) draws a hard line the City cannot cross: aircraft that are actually in flight and operated in accordance with federal law are expressly placed outside city regulation, so complaints about overflight noise from nearby flight paths have no local remedy under this chapter.

The rule reaches only ground work, engine run-ups, repair-shop testing, and similar activity conducted at a fixed location within the city. Community Development code enforcement and the Gardena Police Department investigate complaints using the sound-level-meter procedure in § 8.36.060 and apply the standards in § 8.36.030 and § 8.36.040 as the noise zone limits that trigger this section. Under § 8.36.090, any violation of Chapter 8.36 is a misdemeanor, and the City can additionally pursue the noise as a public nuisance subject to abatement by injunction, restraining order, or court judgment, with abatement costs recoverable as a lien against the property.

The exemptions in § 8.36.080 for construction, emergency work, and school activities do not cover aircraft or vehicle repair noise, so a repair shop or hobbyist working past the residential decibel limits has no separate carve-out beyond the flight-operations exemption itself.
