Grand Junction, CO Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Grand Junction Municipal Code § 8.16.010(d) targets amplified sound coming from a parked or moving motor vehicle. No person operating or occupying a vehicle on any street, highway, alley, parking lot or driveway, public or private, may operate a sound amplification system, including a radio, tape player, compact disc player, loudspeaker or any other electrical device, so that the sound is plainly audible outside the vehicle. The section defines 'plainly audible' at § 8.16.010(d)(1) as any sound clearly heard by unimpaired hearing along a direct line of sight of 50 feet or more, and it does not matter whether words or lyrics can be made out.

The rule carves out four exemptions in § 8.16.010(d)(2): emergency and public safety vehicles, vehicles owned and operated by the City or a utility company, sound emitted unavoidably during job-related operation, and any vehicle taking part in an authorized public activity permitted by the City. Chapter 8.16 provides no dedicated fine for a sound-amplification violation, so, like the nighttime quiet-hours rule in the same section, it is enforced under the code's general penalty at GJMC § 1.04.090: a fine of up to $1,000, up to a year in jail, or both, for an adult, with each day of a continuing violation treated separately.

Grand Junction Police officers, who already patrol for the broader 8:00 p.m. to 6:00 a.m. noise prohibition in subsection (a), enforce this vehicle-specific rule at any hour of the day since it carries no time-of-day limitation.
