Grand Junction, CO Noise Ordinances: Quiet Hours (2026)

Grand Junction Municipal Code § 8.16.010(a) prohibits making, continuing or causing any unnecessary, unusually loud or unusual noise between 8:00 p.m. and 6:00 a.m. that annoys, injures or endangers the comfort, repose, health or safety of another person. The section gives a Grand Junction police officer authority to make the prima facie call on whether a given noise rises to a public nuisance, which is what lets an officer write a citation on the spot rather than waiting for a court finding. A separate daytime protection sits in subsection (b): it is unlawful to make unnecessary noise within 150 feet of a hospital or other institution reserved for the sick, or of any school during school hours, regardless of the 8:00 p.m. to 6:00 a.m. window.

Subsection (c) carves out an exemption for people actively engaged in lawful employment or other lawful pursuits within that 150-foot zone, so a contractor working near a school during the day is not automatically in violation. Chapter 8.16, adopted by Ordinance 3203 in 1999, sets out no fine schedule of its own. That means a citation for violating the nighttime quiet-hours rule is punished under the code's general penalty, GJMC § 1.04.090: a fine of up to $1,000, up to one year in jail, or both, with each day a violation continues treated as a separate offense.

Grand Junction Police officers are the primary enforcers, responding to noise complaints citywide and citing directly under this section rather than a separate administrative process.
