020(K) of the Noise Control chapter makes it unlawful to use or operate "a loudspeaker or sound amplification device in connection with any radio, phonograph, tape recorder, microphone or other devices" when the resulting sound is of such strength, character, intensity or duration that it becomes a public nuisance, interferes with pedestrian or vehicular traffic, is detrimental to health, or disturbs the public peace and welfare: this provision applies around the clock, not just at night. m. 010 that any unreasonably loud, disturbing or unnecessary noise detrimental to health or the public peace is unlawful.
030 for activities that would otherwise be deleterious to public welfare; an applicant must file at least 30 days ahead, pay a $25 fee, and the Council must decide within 15 days of a public hearing (noticed at least 10 days out, with mailed notice to property owners within 300 feet for a stationary activity) or the application is deemed approved.
