The Town of Davie addresses animal noise directly in Section 15-7(4) of Chapter 15. It is a violation to own, possess or harbor any animal or bird that frequently or for continued duration howls, barks, meows, squawks or makes other sounds which create a noise disturbance across a residential real property boundary or within a noise sensitive zone. A 'noise disturbance' is defined in Sec. 15-2 as any sound at the levels set forth in the regulation, and a noise sensitive zone is an area near hospitals, schools, parks, churches or courtrooms under Sec. 15-5. The town's Code Compliance Division reiterates this rule, stating that it is prohibited for a dog to make excessive noise that disturbs a neighbor within the town limits. Because barking is treated as a specific prohibited act under Sec. 15-7, it can be a violation 'notwithstanding the noise levels set forth in section 15-4,' meaning a precise decibel reading is not required when the frequency or duration of the noise disturbs neighbors. Complaints are handled by the Code Compliance Division, and broader animal control matters in Davie are also subject to Broward County animal regulations.
