Parsippany-Troy Hills, NJ Noise Ordinances: Construction Hours (2026)

Section 258-5C(3) of the Township of Parsippany-Troy Hills noise chapter is the construction clock. Construction and demolition activity, excluding emergency work, cannot be performed between 6:00 p.m. and 7:00 a.m. on weekdays, or between 6:00 p.m. and 9:00 a.m. on weekends and federal holidays, unless the activity can meet the limits set in Tables I and II. All motorized equipment used in construction and demolition must be operated with a muffler. At all other times, the Table I and II limits do not apply to construction and demolition.

That last sentence pairs with § 258-5B, which exempts construction and demolition from the Table I and II sound level limits except as Subsection C provides. In practice the Township uses the clock rather than a measured decibel reading during working hours.

The chapter defines CONSTRUCTION as any site preparation, assembly, erection, repair, alteration or similar action, including demolition of buildings or structures. DEMOLITION is any dismantling, destruction or removal of buildings, structures, or roadways. EMERGENCY WORK is any work or action necessary to deliver essential public services, such as repairing water, gas, electricity, telephone, sewer facilities or public transportation facilities, removing fallen trees on public rights-of-way, dredging navigational waterways, or abating life-threatening conditions. Emergency work is outside the time bar.

The code also fixes what counts as a weekday and a weekend. A WEEKDAY begins on Monday at 7:00 a.m. and ends on the following Friday at 6:00 p.m., and any day that is a federal holiday is excluded from weekdays. WEEKENDS begin Friday at 6:00 p.m. and end the following Monday at 7:00 a.m. That is why the later 9:00 a.m. start applies from Friday evening through Monday morning.

Enforcement runs through the noise control officers described in § 258-3, who can investigate and pursue violations and cooperate with officers in adjacent municipalities.
