Parsippany-Troy Hills, NJ Noise Ordinances: Quiet Hours (2026)

The Township of Parsippany-Troy Hills regulates night noise through the time windows in Chapter 258 rather than one blanket quiet period. The earliest cutoff applies to residents. Under § 258-5C(1), noncommercial or nonindustrial power tools and landscaping and yard maintenance equipment cannot be operated between 8:00 p.m. and 8:00 a.m. unless the activity can meet the applicable limits in Tables I and II. All motorized equipment used in those activities must run with a muffler, and outside the restricted hours the Table I and II limits do not apply to that equipment at all.

A second window covers sharp, short sounds. Section 258-4D caps impulsive sound at 80 decibels between 10:00 p.m. and 7:00 a.m. when it occurs less than four times in any hour. If the impulsive sound repeats four or more times in any hour, it is measured as impulsive sound and must meet Table I.

Other night windows sit in the same section. Vehicle music amplification cannot be plainly audible at a residential property line between 10:00 p.m. and 8:00 a.m. (§ 258-5C(6)). Portable hand-held sound equipment on a public space or public right-of-way cannot be plainly audible to anyone but the operator between 10:00 p.m. and 8:00 a.m. (§ 258-5C(8)). Commercial and industrial equipment on residential property, or within 250 feet of a residential property line, is barred from 6:00 p.m. to 7:00 a.m. on weekdays and 6:00 p.m. to 9:00 a.m. on weekends and federal holidays (§ 258-5C(2)).

The code defines WEEKDAY as beginning Monday at 7:00 a.m. and ending the following Friday at 6:00 p.m., and WEEKENDS as beginning Friday at 6:00 p.m. and ending the following Monday at 7:00 a.m.

Barking is handled separately. A pet animal noise disturbance is sound made continually for 10 minutes or intermittently for 30 minutes unless provoked (§ 258-5C(9)), and it applies at any hour.
