Parsippany-Troy Hills, NJ Noise Ordinances: Leaf Blower Rules (2026)

The word leaf blower appears nowhere in the Parsippany-Troy Hills Code. The Township regulates the whole class of landscaping and yard maintenance equipment in § 258-5C, and that is the rule that governs a blower in the hands of a resident or a landscaper.

For commercial and industrial operators, § 258-5C(2) applies to power tools and landscaping and yard maintenance equipment, excluding emergency work. They cannot be operated on a residential property, or within 250 feet of a residential property line when operated on commercial or industrial property, between 6:00 p.m. and 7:00 a.m. on weekdays or between 6:00 p.m. and 9:00 a.m. on weekends or federal holidays, unless the activity can meet the limits in Tables I and II. In addition, that equipment on commercial or industrial property must meet the Table I and II limits between 10:00 p.m. and 7:00 a.m. Every motor must be operated with a muffler, and outside the restricted hours the tables do not apply to this equipment.

For residents, § 258-5C(1) covers noncommercial or nonindustrial power tools and yard maintenance equipment. They cannot be operated between 8:00 p.m. and 8:00 a.m. unless the activity can meet the applicable limits in Tables I and II, and a muffler is required at all times of use.

The code defines a MUFFLER as a properly functioning sound dissipative device or system for abating the sound of escaping gasses on equipment where such a device is part of the normal configuration of the equipment. It sets no ban on gas-powered blowers, no decibel cap on a blower in the body of the chapter and no seasonal restriction. Snowblowers and lawn equipment with attached snowplows are treated separately in § 258-5C(4): they need a muffler at all times and the Table I and II limits do not apply.
