Parsippany-Troy Hills, NJ Noise Ordinances: Decibel Limits (2026)

The Township Council adopted Chapter 258 (Noise) by Ord. No. 98:30, and § 258-4A is the core rule: no person shall cause, suffer, allow, or permit a source of sound to create a level that equals or exceeds the limits in Tables I and II when measured at or within the real property line of a receiving property. The tables are attachments to the chapter, and the section text does not reproduce them, so the only decibel figure printed in the body of the chapter is the impulsive sound standard in § 258-4D.

Impulsive sound is defined in § 258-1 as either a single pressure peak or a single burst of multiple pressure peaks lasting less than one second. Between 7:00 a.m. and 10:00 p.m., impulsive sound cannot equal or exceed 80 decibels. Between 10:00 p.m. and 7:00 a.m., the 80 decibel cap applies to impulsive sound that occurs less than four times in any hour. Impulsive sound that repeats four or more times in any hour is measured as impulsive sound and must meet the requirements shown in Table I.

The chapter covers sound received at commercial facilities, public service facilities, community service facilities, residential properties, multi-use properties and multidwelling unit buildings (§ 258-2B). Sources include industrial and commercial facilities, residential properties, public and private rights-of-way and public spaces (§ 258-2A).

Indoor readings follow § 258-4B and C. Exterior doors and windows are closed, the measurement is taken in the center of the room most affected, every sound source inside the dwelling unit such as a television or stereo is shut off, and hallways, closets and bathrooms are not measured. Indoor measurements are taken only when the source sits on the same property as the receiver, or when a common wall separates the properties, as in a multidwelling unit building.

Two carve-outs matter. Construction and demolition are exempt from Tables I and II under § 258-5B but face time limits under § 258-5C. Stationary emergency signaling devices follow N.J.A.C. 7:29-1.3, and testing of their electromechanical functioning cannot meet or exceed 10 seconds (§ 258-2C).
