Unlike some California cities, unincorporated San Diego County has not enacted a specific leaf blower ordinance. Leaf blower use is governed by the general noise ordinance (Section 36.404). Powered equipment used for property maintenance must comply with the applicable zone noise standards. During nighttime hours (10 PM–7 AM), leaf blower use that exceeds 45 dBA at a residential property line would violate the noise ordinance. California state law (AB 1346, effective 2024) phases out sales of new gas-powered small off-road engines, but does not ban existing equipment use.
Leaf blower noise that exceeds zone-based limits may be cited under the general noise ordinance. Violations are misdemeanors with fines up to $1,000.
