Under VMC Chapter 8.32, any sound device plainly audible at 50 feet or more from the source is a prima facie violation of the noise ordinance. Landscape equipment must comply with the general residential sound level limits of 50-55 dBA daytime. California AB 1346 (2021) banned the sale of new gas-powered small off-road engines including leaf blowers effective January 1, 2024. Existing gas-powered units may still be operated within Vista's noise limits. Battery and electric blowers remain subject to the same decibel restrictions and time-of-day limits. Landscape maintenance in residential areas should observe standard working hours to avoid conflict with quiet hours (10 PM to 7 AM).
