Johns Creek does not single out leaf blowers but regulates them as landscaping power equipment. At homes, such equipment cannot run 9 p.m. to 7 a.m., before 8 a.m. Saturday, or before 10 a.m. Sunday. Non-residential users face the same hours when within 250 feet of a residence.
Leaf blowers fall under Section 30-20(b) of the Johns Creek Code of Ordinances, which governs 'landscaping and yard maintenance equipment' rather than naming leaf blowers specifically. For residential properties, Section 30-20(b)(1) provides that power equipment used for landscaping and yard maintenance 'shall not be operated between the hours of 9:00 p.m. and 7:00 a.m. and not on Saturday before 8:00 a.m. and not on Sunday before 10:00 a.m.' For non-residential properties, Section 30-20(b)(2) applies the same restriction (no operation 9 p.m.-7 a.m., not before 8 a.m. Saturday, not before 10 a.m. Sunday) when the equipment is within 250 feet of a residential property, with an exception carved out for golf course facilities. There is no all-out ban on gas leaf blowers and no decibel cap specific to yard equipment; the rules are purely time-of-day. These provisions were adopted by Ordinance No. 2016-06-08 (July 25, 2016). Landscaping noise outside these windows that is loud or unusual could also be addressed as a general nuisance under Section 30-1(7).
Landscaping-equipment noise outside the allowed hours is a nuisance violation under Chapter 30. Repeat offenses draw the Section 30-22(d) progressive minimum fines of $250, $500, and $1,000 in a 12-month period, and the Section 1-7 general penalty allows up to a $1,000 fine and/or six months imprisonment, each day a separate offense.
