Davis Municipal Code Section 24.03.010 (Article 24.03, Motor Vehicles) prohibits any person in a residentially zoned or residentially planned development area from repairing, rebuilding or testing a motor vehicle in a manner that exceeds the residential limits in Table No. 1, measured at the property plane. Those limits are 55 dBA from 7:00 a.m. to 9:00 p.m. and 50 dBA overnight. Vehicle radios, CDs and tape players heard only by the vehicle's own occupants are excluded from the chapter's amplified-sound rules, and traffic-safety horns and emergency warning devices are exempt. On-road vehicle exhaust and muffler noise on public streets is governed by the California Vehicle Code, enforced by police, not by a separate Davis decibel ordinance.
Residential vehicle repair or testing exceeding 50-55 dBA is an infraction under DMC 24.03.010, escalating to misdemeanor on a third offense within a year. Street exhaust noise is cited under the California Vehicle Code.
