Eastvale Municipal Code 8.52.060(1) regulates vehicle sound systems and off-highway vehicles. Car/motorcycle stereos are banned 10 p.m.-8 a.m. if audible inside a home and, at other times, cannot be audible beyond 100 feet. Off-highway vehicles must use a muffler and not exceed 96 dBA (units built 1986 or later) or 101 dBA (older units).
Eastvale's noise ordinance addresses vehicle noise directly under EMC 8.52.060(1). For motor-vehicle sound systems (subsection (1)(b)), no person may operate a vehicle stereo, whether affixed to the vehicle or not, between 10:00 p.m. and 8:00 a.m. such that it is audible to the human ear inside any inhabited dwelling; at any other time it may not be audible more than 100 feet from the vehicle. For off-highway vehicles (subsection (1)(a)), the vehicle must be equipped with a USDA-qualified spark arrester and a constantly operating, properly maintained muffler (no cutout or bypass), and the noise emitted may not exceed 96 dBA for vehicles manufactured on or after January 1, 1986, or 101 dBA for vehicles built before that date, measured 20 inches from the tailpipe using SAE Standard J-1287. Importantly, ordinary on-road motor vehicles other than off-highway vehicles are exempt from the chapter under EMC 8.52.020(11), and that exemption does NOT include the vehicle's sound system, so engine and exhaust noise from a normal car on the street is generally governed by the California Vehicle Code rather than EMC 8.52, while the car's stereo remains subject to the 8.52.060(1)(b) limits. Heating and air-conditioning equipment and safety/warning/alarm devices (including car alarms) are also exempt under EMC 8.52.020(12)-(13).
Each vehicle-noise rule in EMC 8.52.060 is a separate violation of Chapter 8.52, enforced under EMC 8.52.100: a $500 minimum first fine, $750 second, and $1,000 (and/or up to six months jail) for further violations within 180 days. Exhaust and modified-muffler complaints on public roads typically fall to law enforcement under the California Vehicle Code (e.g., Veh. Code 27150-27151 muffler requirements).
