Hoboken, NJ Noise Ordinances: Vehicle Noise (2026)

Article XXXII of the Hoboken traffic code, "Vehicle Noise Restrictions," added 1-19-2000 by Ord. No. R-418 and amended 3-1-2000 by Ord. No. R-424, opens with a general standard at § 190-45A: no person may make, continue, or cause to be made or continued any loud, unnecessary or prolonged noise derived from a vehicle, or any noise that annoys, disturbs, injures or endangers the comfort, health, welfare, peace or safety of others. Subsection B then declares specific horn and signaling-device uses to be violations outright: sounding any horn, whistle, bell or signaling device on a car, truck, motorcycle, moped, bus, public conveyance or bicycle anywhere on a Hoboken street or public place is "strictly prohibited" unless it serves as a danger warning or occurs during an emergency, and the same strict prohibition covers creating an unreasonably loud or harsh horn sound and sounding a horn for an unnecessary or unreasonable period of time.

The article reaches every vehicle type named in the code, from mopeds and motorcycles to public buses, and applies on any street or public place within the City of Hoboken. Under § 190-45D, a violation of any provision of the section, or any rule adopted under it, carries a fine of not less than $75 nor more than $350. The code sets the first-offense penalty specifically at $75 and the second-offense penalty at $150, leaving penalties for a third or later offense to the Municipal Court's discretion, and it treats each day a violation continues as a separate offense.

Hoboken police officers enforce the article citywide, including on Washington Street and other commercial corridors where idling trucks and delivery-vehicle horns generate frequent noise complaints.
