The City of Indio addresses vehicle and engine noise across several sections of its own noise code (Chapter 95C), in addition to statewide California Vehicle Code rules. Section 95C.04(A) bars the 'unnecessary use or operation of horns, signaling devices, or other similar devices' on automobiles, motorcycles or any other vehicle. Section 95C.08(A) targets idling heavy vehicles: no one may operate, or permit operation of, a motor vehicle with a gross vehicle weight rating over 10,000 pounds — or attached auxiliary equipment such as refrigerated-truck compressors — for longer than 15 minutes in any hour while stationary on a public right-of-way within 150 feet of a residential area between 7:00 p.m. and 7:00 a.m. (unless stopped by traffic). Section 95C.14 makes excessive amplified noise or vibration that emanates from a vehicle a misdemeanor, and Section 95C.04(B) allows impound of a vehicle whose stereo components can't be removed without damage (per California Vehicle Code 22655.5). Beyond Indio's local code, statewide California Vehicle Code rules apply throughout the city: Section 27150 requires every vehicle to have an adequate muffler in good working order and prohibits cutouts/bypasses, and Section 27151 bars exhaust-system modifications that amplify or increase noise beyond legal limits. Those state muffler/exhaust standards are enforced by police regardless of any city ordinance.
Local vehicle-noise violations are infractions, except amplified vehicle noise under Section 95C.14, which is a misdemeanor. Heavy-truck idling and unnecessary horn use draw the warning-then-citation process. Statewide muffler/exhaust violations (Vehicle Code 27150/27151) are enforced separately by police, typically as correctable or fix-it citations.
