Lenexa, KS Noise Ordinances: Vehicle Noise (2026)

Section 4-1-C-4-E-3-c of the Lenexa City Code targets the car stereo directly. It covers the operating or occupancy of a vehicle, moving or stationary, standing or parked, whether persons are seated in the vehicle or not, from which any sound amplification or producing device is creating a sound plainly audible at least fifty (50) feet from the source. The distance test replaces a decibel reading: an officer paces off the distance and reports whether the sound was plainly audible.

The device list in Section 4-1-C-4-E-1-j is broad: radio, stereo, tape player, cassette player, compact disc player, boom box, loudspeaker, drum, musical instrument, sound amplifier or any other device that produces, reproduces or amplifies sound. Under Section 4-1-C-4-E-1-g, a plainly audible sound may consist of bass alone.

The 50-foot sentence itself names no hours. The text does say that between 7:00 a.m. and 7:00 p.m., sounds from these activities are not subject to the time, area and dB(A) limits of Section 4-1-C-4-E-2, so the meter table does not apply to a stereo in daylight. The prima facie lead-in in Section 4-1-C-4-E-3 frames all of these violations around residential areas.

Mechanical work on vehicles is covered by Section 4-1-C-4-E-3-b: repairing, rebuilding or modifying any motor vehicle, motorcycle or motorboat so that the sound is plainly audible across a property boundary line between 7:00 p.m. and 7:00 a.m. is a prima facie violation.

The Lenexa Code text read for this page contains no separate muffler or engine-brake noise section. Exemptions in Section 4-1-C-4-E-7-a cover law enforcement and other emergency motor vehicles, including snow-clearing equipment.
