Lenexa, KS Noise Ordinances: Leaf Blower Rules (2026)

Lenexa regulates lawn equipment through Section 4-1-C-4-E-3-d of the Unified Development Code, not through a leaf blower ordinance. The text covers the operation of any power tool, garden tool, lawnmower, snow blower or other similar equipment or device in residential areas. A gas or electric leaf blower falls under the words other similar equipment, although the code does not list it by name and sets no separate decibel cap or gas-blower ban for it.

The restricted hours are 7:00 p.m. to 7:00 a.m. If the sound is plainly audible across any property boundary line during those hours, that audibility is prima facie evidence of a violation. From 7:00 a.m. to 7:00 p.m., sounds from these activities are not subject to the time, area and dB(A) limits set forth in Section 4-1-C-4-E-2. Daytime yard work is therefore outside the 70 dB(A) residential day cap.

The rule applies in a Residential Area, defined in Section 4-1-C-4-E-1-i as property zoned RE, RP-E, R-1, RP-1 through RP-5, AG, or a PUD containing residential uses. The same rule catches an early snow blower: clearing a driveway at 6:00 a.m. with a machine that is plainly audible next door falls inside the window.

Evidence needs no meter. Section 4-1-C-4-E-4 accepts the Community Standards Officer's auditory confirmation with a written report, the complainant's written statement, an audio recording, or a video or photograph. A neighbor may start an action only when the sound is plainly audible across the neighbor's own boundary line (Section 4-1-C-4-E-5-b).
