Section 80-307 sets the physical design standards for off-premises billboards approved under Article VI of the sign code, and subsection (2) covers illumination specifically. Billboards may use lighting consistent with standard industry practice, but the light cannot obscure or interfere with an official traffic sign, device or signal, cannot interfere with a driver operating a motor vehicle, and cannot shine directly onto adjoining property. The section sets a hard numeric ceiling: illuminated billboards cannot produce more than one foot-candle of illumination measured four feet from the sign, taken from the base of the structure.

Flashing, rotating, intermittent, moving or strobe lighting is prohibited outright regardless of brightness. These illumination limits sit alongside other Section 80-307 design standards for the same billboards, including a 672-square-foot maximum display area per face, a 50-foot height ceiling tied to Florida Department of Transportation limits, and a rule that no billboard may emit noise. A separate LED sign standard for gated residential guardhouses under Section 80-234 requires photocell dimmers and ambient-light monitoring instead of a fixed foot-candle number, so the one-foot-candle-at-four-feet rule applies specifically to the off-premises highway billboards covered by Article VI.
