Under the Town of Davie Land Development Code, Sec. 12-260(A)(4) (Lighting standards), 'in order to minimize offensiveness to persons on neighboring property and to eliminate distractions to and temporary blinding of drivers,' all artificial parking-lot or site-area lighting must be fully shielded in a manner that limits spillover onto adjacent property and public rights-of-way. Spillover, measured at the property line as vertical or horizontal illumination and at grade level, may not exceed: 1.0 foot-candle from non-residential to non-residential, 1.0 foot-candle from non-residential to a right-of-way, 0.1 foot-candle from non-residential to residential, and 0.1 foot-candle from residential to residential. Separately, Sec. 12-202(C) (Parking) requires that any lighting on off-street parking facilities be 'so arranged and designed as to prevent any glare spacing or excessive light on adjacent property.' Architectural strip lighting is prohibited in all residential districts under Sec. 12-260(B)(2). These spillover limits apply to developed paved parking and exterior site areas; single-family, duplex and triplex driveways and walkways are generally outside the Sec. 12-260(A) standard. Davie does not publish a general residential 'glare' nuisance number beyond these, so persistent residential light-trespass complaints are typically handled through Code Compliance. Light spillover exceeding 0.1 foot-candle onto residential property (or 1.0 foot-candle non-residential/right-of-way) at the property line, unshielded site lighting, or glare onto adjacent property under Sec. 12-202(C) is a violation. Code Compliance can require shielding, re-aiming, or dimming of fixtures.
