Casper, WY Parking Rules: Abandoned Vehicles (2026)

Article II of Chapter 10.60 makes abandonment itself unlawful: § 10.60.070(A) provides that no person shall abandon a vehicle on the streets, alleys or public property of the city. Any Casper police officer with reasonable grounds to believe a vehicle is abandoned may remove it, or have it removed, at the owner's expense; removal from private property instead requires a written request from the property owner on a Department of Revenue form. Subsection D sets the timing that turns 'unattended' into 'abandoned': 24 hours on a street, alley or public ground, or five days on private property, each running from when a notice of intent to remove is posted on the vehicle under subsection E.

Separately, § 10.60.010 lets any police officer tow a vehicle left unattended on a street, alley or other public property that obstructs traffic, sending it to the nearest city garage or another safe location designated by the chief of police, at the registered owner's expense. Section 10.60.080 layers on a presumption of abandonment for any vehicle that is inoperable and unregistered, or shows signs like flat tires or accumulated weeds, and not moved for five or more days if parked more than 100 feet from the registered owner's address, while exempting antique vehicles, vehicles in enclosed garages, and licensed junkyards. All towing and storage fees are set by council resolution under § 10.60.090, and disposal follows the Wyoming Statutes under § 10.60.100.
