Framingham, MA Parking Rules: Abandoned Vehicles (2026)

Adopted January 5, 2021 by Ord. No. 2021-006, § 357-1 restricts how many unregistered vehicles a residential property may store outdoors. It provides that 'no person shall have more than one unregistered car or truck ungaraged on their premises in a residential district at any one time unless authorized by the Mayor.' The Mayor's office can grant an exception allowing more than one, but absent that authorization a second ungaraged, unregistered vehicle puts the property in violation. Section 357-2 sets the penalty: a fine of not more than $100 for each violation, and 'each day that any such violation continues shall constitute a separate violation,' so a vehicle left in place accrues a new fine daily.

The ordinance sits in Chapter 357, Property Maintenance, alongside the City's foreclosed-property registration rules, and § 357-14 lists Chapter 357's unregistered-vehicle article among the ordinances the City can enforce through a municipal charges lien recorded against the property at the Middlesex South Registry of Deeds if the fines go unpaid. Framingham's nuisance chapter, § 336-2H, separately treats vehicles, machinery or equipment left on soil, grass or other porous surfaces as a nuisance when they are likely to destroy vegetation or contaminate the soil, giving the Building Commissioner an additional, overlapping tool against a vehicle parked off any paved surface.
