Chapter 382, Snow and Ice, was adopted 1-5-2021 by Ord. No. 2021-006 as Article V, Section 15 of the former General Ordinances and covers three separate duties. Section 382-1 requires every building owner near a sidewalk or street to erect a barrier or other suitable measure to stop snow and ice sliding off a roof onto people below. Section 382-2 gives the Director of Public Works, or any other officer in charge of the City's ways, authority to remove or relocate, including to a public garage, any vehicle that interferes with plowing snow or removing ice from a way in the City; the vehicle's owner is responsible for the reasonable cost of that removal and storage, and the Director may withhold the vehicle until those costs are paid.

Whenever a vehicle is removed under this section, the Framingham Police Department must be notified and is required to render all necessary assistance to Public Works in enforcing the chapter. Section 382-3 separately bars anyone from plowing or throwing snow or ice onto City streets, ways, sidewalks or land without DPW approval, though it lets residential owners push snow onto the sidewalk if a clear pedestrian path remains, and up to one foot into the street next to a driveway opening; violations there carry a $25-to-$300 fine that escalates by the number of prior offenses and by whether the property is residential or commercial.

Together the chapter puts vehicle relocation, roof-shed hazards and snow disposal into distinct sections rather than a single citywide 'parking ban' rule, functioning as Framingham's substitute for a snow-emergency parking ordinance.
