All such vehicles shall be screened from view from all public or private street rights-of-way by virtue of storage within an enclosed building or being screened by privacy fencing, topography and/or vegetation.(b)Any inoperable motor vehicle parked upon a place, in a manner, or for a length of time prohibited by this article or any other ordinance or regulation of the city is hereby declared to be a public nuisance, subject to removal, impoundment and disposal.
