Full Breakdown
Under Hoover Code of Ordinances § 9-98(b), it is unlawful to park overnight and occupy a recreational vehicle, motor home, house car, travel trailer, pickup camper, van or other vehicle with sleeping quarters on any city street, alley or public way. A companion rule in § 9-98(a) separately bars parking commercial vehicles, boats, trailers and RVs on public streets at all, except for emergency repairs or active loading and unloading. Together the two subsections mean RV owners cannot store or sleep in a vehicle on a Hoover street overnight: the vehicle must be parked on private property.
Violations & Fines
First conviction draws a $25 fine, second $100, third and later convictions $300, per § 9-103(b); police can also have an offending vehicle towed and impounded as a street obstruction.
