No person shall abandon any motor vehicle or trailer on any private real property owned by another without his/her consent. ... Nothing in this Section shall apply to a vehicle which is completely enclosed within a locked building or locked fenced area and not visible from adjacent public or private property, nor to any vehicle upon the property of a business licensed as salvage, swap, junk dealer, towing or storage facility so long as the business is operated in compliance with its business license and the property is in compliance with applicable zoning ordinances.

Violations & Fines
A property owner who fails to abate an abandoned or hazardous vehicle after the Code Enforcement Officer's written notice and hearing is guilty of an ordinance violation punishable under Section 220.045 and Section 100.010: a fine of up to $500.00, up to three months in the St. Charles County Jail, or both, with every day the vehicle remains a separate offense. The City may also tow the vehicle under Section 217.040 and bill the owner for towing and storage.
