Full Breakdown
010 to determine the location of passenger and freight curb loading zones and to post signs stating the hours during which the zone rules apply, meaning loading restrictions are not City-wide but tied to specific signed locations and posted time windows. 030 sets the operative limit for passenger zones: no one may stop, stand or park there for any purpose other than loading or unloading passengers, and even then only for up to three minutes during the zone's effective hours. 040 governs freight curb loading zones, barring standing for any purpose other than expeditiously unloading, delivering, picking up or loading materials while the zone's posted hours are in effect, without a fixed time cap since freight handling naturally takes longer.
020, which requires two signs marking the zone's ends and a $10 annual service fee paid to the City Treasury; permits expire after one year and can carry conditions on sign use and reimbursement for lost or damaged signage. 070, keeping those common-carrier zones distinct from general freight and passenger loading areas.
Violations & Fines
Loading zone violations fall under the general penalty, § 100.010: a fine up to $500, up to three months' imprisonment, or both, subject to the $225 combined fine-and-costs cap if classified as a minor traffic violation under § 479.350, RSMo. Permit misuse under § 360.020 is separately unlawful for the permittee.
