Full Breakdown

010 sets out the City's core stopping, standing and parking bans. Subsection (A)(1) forbids parking on the roadway side of another parked vehicle, on sidewalks, within intersections, on crosswalks, within 30 feet of a safety zone, alongside street excavations, on bridges, on railroad tracks, or wherever signs prohibit stopping. Subsection (A)(2) bars standing except momentarily to pick up or drop off passengers in front of a driveway, within 15 feet of a fire hydrant, within 20 feet of a crosswalk at an intersection, within 30 feet of a flashing signal or stop sign, or near fire station driveways.

010 requires vehicles to park within 18 inches of the curb with wheels parallel to it. 030 applies the same 10-foot rule in alleys while separately banning blocking a driveway entrance from an alley. 010(B) extends to moving an unattended vehicle into a prohibited spot or too far from the curb.

Violations & Fines

No stand-alone fine is written into Chapter 355 or 350, so violations are punished under the general penalty, § 100.010: a fine up to $500, up to three months' imprisonment, or both, subject to the $225 cap that applies if the offense qualifies as a minor traffic violation under § 479.350, RSMo.
