O'Fallon, MO Parking Rules: EV Charging (2026)

513 of the O'Fallon Code, adopted by Ordinance No. 7118 on June 27, 2024, sets the placement rules for charging stations and lots. As a primary use, they are permitted in the C-O, C-1, C-2, C-3, HTCD, I-1 and I-2 zoning districts, and in C-O, C-1 and C-2 within the Downtown Overlay District; as an accessory use, they are allowed in every zoning district in the city. Individual charging stations must be sited so they do not block on-site circulation, required landscaping, or lighting. For parking-count purposes, each electric vehicle charging station counts as one standard parking space, and a space converted to a charging station still counts toward the site's minimum required parking.

The code layers standard parking-lot design rules on top: minimum space and drive-aisle dimensions, lighting, landscaping, and ADA requirements all still apply. Signage must mark the stations as reserved for EV charging, screens on the charging equipment itself are allowed but additional decorative screens, graphics, or accent lighting are barred, and all utility service to the stations must run underground. A charging station or lot proposed as the primary use of a property goes through Planning and Zoning Commission site plan review; one added as an accessory use to an existing property only needs a building permit.
