County Ordinance 413, Section 1.17, prohibits parking a commercial vehicle over 10,000 pounds GVWR, or any commercial trailer or semi-trailer of any weight, on streets in residential districts of unincorporated Riverside County. Fines escalate from $250 to $750. Pickups, deliveries and utility work are exempt.
Commercial vehicle parking on residential streets is one of the few parking topics with a dedicated penalty schedule. Under County Ordinance 413, Section 1.17(A), no person may park or leave standing a commercial vehicle with a manufacturer's gross vehicle weight rating of more than 10,000 pounds, or any commercial trailer or semi-trailer regardless of weight, on any street or highway within a residential district in the unincorporated county. A 'residential district' is any area zoned primarily for residential use under Article III, Section 3.1 of zoning Ordinance 348, and 'commercial vehicle' follows the California Vehicle Code meaning. The Director of Transportation posts notice signs at major entry points into the unincorporated areas. Section 1.17(C) exempts vehicles making pickups or deliveries to a building on the restricted street, delivering construction materials for a permitted project, performing a service to property on the block, school or passenger buses under PUC jurisdiction, government or licensed-contractor vehicles doing public utility or highway work, and authorized emergency vehicles. Separately, Section 1.8 bars trucks or trailers hauling manure, garbage, livestock, poultry or other odorous loads within 200 feet of residential premises except for emergencies or loading.
Section 1.17(D) makes a violation an infraction punishable by a $250 fine for the first offense, $500 for the second, and $750 for each additional violation within one year of the second.
