City Code § 20-59 makes it unlawful for any person, owner or operator, to park a tractor trailer, cargo trailer, car carrier, semi-trailer, pole trailer, road tractor, or moving and storage van, collectively defined as a tractor trailer, on any public street, road or right-of-way anywhere within the city limits. The only exceptions are temporary loading or unloading, capped at twelve hours and requiring the vehicle to be attended the whole time, and temporary parking that complies with traffic regulations or follows a law enforcement officer's direction.

Section 20-60 reaches further, into residential zoning districts specifically: it bars parking, storing or depositing a road tractor, semi-trailer, truck tractor, or any other truck or special mobile equipment or heavy equipment of any type on public or private property in a residential zoning district. Seven exceptions apply: commercial and industrial zoning districts are exempt outright; a vehicle actively engaged in construction under a current, valid city building permit is exempt; workers performing lawful work on the premises, including pickup and delivery service, are exempt; standard pickup and paneled trucks with a carrying capacity of one ton or less are exempt; a vehicle parked entirely inside a garage, or inside a carport with no part extending past the roofline, is exempt; a disabled vehicle may park temporarily but must be towed out of the residential district within twenty-four hours; and a wrecker truck meeting the city's tow-truck specifications is exempt while working an on-call government contract. ch. ch. 162, as an alternate enforcement route with its own fines.
