As a practical matter, EV charging stalls at Buena Park shopping centers, the Civic Center, and other public or private lots rely on this state framework. New construction and major remodels must also provide EV-ready or EV-capable spaces under the California Green Building Standards Code (CALGreen), administered through Buena Park's Building Division during plan review. Beyond charging-specific rules, vehicles parked at a charger still must obey the city's general parking rules, including curb colors, accessible-space requirements, and posted time limits.
Parking in a properly designated and signed EV charging stall while not connected for charging is a violation of CVC 22511, and the vehicle may be towed at the owner's expense. EV spaces remain subject to Buena Park's general parking rules and posted curb-color and time restrictions.
