Buena Park sets out its loading rules in Chapter 10.32 (Loading and Unloading) of the Municipal Code, which assigns meaning to painted curb colors and time limits. A yellow curb means no stopping, standing, or parking between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays for any purpose other than loading or unloading passengers or materials; loading or unloading passengers may take no more than three minutes, and loading or unloading materials no more than twenty minutes. A white curb means no stopping, standing, or parking for any purpose other than loading or unloading passengers, or depositing mail in an adjacent mailbox, for no more than three minutes, with the restriction applying between 7:00 a.m. and 6:00 p.m. except Sundays and holidays. Passenger loading zones are indicated by white paint on the top of the curb. The chapter also limits permission to stop for loading: a commercial vehicle's materials loading may not exceed the time necessary and in no event more than 20 minutes, while passenger loading may not exceed three minutes. Red curbs, defined alongside these in the code, mean no stopping, standing, or parking at any time except as permitted by the Vehicle Code (for example, a bus stopping in a marked bus zone). Drivers using a loading zone must remain within the posted color and time limits; overstaying converts a lawful stop into a parking violation.
Stopping in a yellow or white loading zone for a non-loading purpose, or overstaying the 20-minute (materials) or 3-minute (passenger) limits during the 7:00 a.m.-6:00 p.m. enforcement window, is a citable violation of Chapter 10.32. Stopping or parking in a red zone at any time (except as the Vehicle Code allows) is also citable.
