Parsippany-Troy Hills, NJ Parking Rules: EV Charging (2026)

Ordinance 2021:25, added on 12-19-2021, created § 430-277.1 in the Township of Parsippany-Troy Hills, Morris County, New Jersey. An application solely for EVSE or make-ready spaces is a permitted accessory use and structure in all zoning or use districts, and it needs no variance under N.J.S.A. 40:55D-70. At an existing gasoline service station, retail establishment or other existing building, the installation skips site plan and land use board review and is approved by a zoning permit from the administrative officer, provided it meets the bulk requirements and prior approval conditions and complies with the Uniform Construction Code. The application is deemed complete if no notice of incompleteness or one-time written correction notice issues within 20 days after filing.

For new development, a multiple dwelling with five or more units must, as a condition of preliminary site plan approval, prepare at least 15% of required off-street parking spaces as make-ready and install EVSE in at least 1/3 of that 15%. Another 1/3 must receive EVSE within three years after the certificate of occupancy, and the final 1/3 within six years. At least 5% of the EVSE must be accessible for people with disabilities.

Other parking lots or garages install at least one make-ready space for 50 or fewer spaces, two for 51 to 75, three for 76 to 100, and four for 101 to 150 (one accessible). Above 150 spaces the figure is at least 4% of total spaces, with at least 5% of those accessible. A retailer with 25 or fewer spaces, or a single-family home developer or owner, is exempt. An EVSE or make-ready space counts as at least two parking spaces toward the minimum, with a total reduction of no more than 10%.

Design standards require spaces at least nine feet wide and 18 feet long, green pavement or curb markings, regulatory signs, bollards, outlets mounted 36 to 48 inches above grade, cord management and a 24-hour on-call contact on publicly accessible units.
