Avondale's Traffic Code lets the City Traffic Engineer designate passenger and freight curb loading zones with markings and signs. In a passenger loading zone, a driver may stop only to load or unload passengers, and only for up to three minutes during posted hours.
Chapter 23 (Traffic) of the Avondale City Code controls curb loading zones. The City Traffic Engineer is authorized to determine the location of passenger and freight curb loading zones and to place and maintain curb markings and appropriate signs indicating each zone and the hours during which the provisions apply. In a designated passenger curb loading zone, no person may stop, stand or park a vehicle for any purpose or period of time other than the expeditious loading or unloading of passengers, and then only for a period not to exceed three (3) minutes, during the hours the zone is in effect. Freight curb loading zones are similarly established by the Traffic Engineer for the loading and unloading of materials. Because these zones are defined by signage and curb markings rather than by a single fixed citywide rule, drivers must follow the specific posted hours and time limits at each location. Off-street loading at commercial and industrial sites is separately addressed through the Zoning Ordinance's parking and site-design standards. On-street loading-zone violations are enforced by the Avondale Police Department under Chapter 23.
