Curbside loading zones, delivery zones, and the times they operate are created by the municipality that owns the street, using the process in NJ Title 39. Middlesex County does not designate on-street loading zones in its municipalities. The statewide statute N.J.S.A. 39:4-138 also prohibits stopping or standing in certain locations that overlap with loading activity, such as in front of driveways and within intersections. The county's direct authority over loading is limited to its own property: designated service, delivery, and bus loading areas at Middlesex County Park System sites and county buildings, where vehicles may stand only for active loading or unloading and only in the marked area.
