The section places a hard 30-minute ceiling on any loading or unloading stop, meaning a driver cannot treat the zone as extended parking even while actively loading freight.

The rule sits in Article IV, Standing and Parking, alongside the companion bus-and-taxi-stand provision in section 25-52, which similarly reserves those designated, signed zones for buses and taxicabs except for a driver briefly stopping to load or unload passengers without interfering with a bus or cab entering the stand. Both sections trace back to the same 1997 citywide traffic ordinance rewrite (Ordinance No. 5730) and share the same enforcement structure: the restriction only applies where the city has actually marked and signed the zone, and the prohibited conduct is standing or parking for a use other than the one the zone was created for.
