Irving, TX Parking Rules: Loading Zones (2026)

Chapter 21, Division 2 of the Code of Civil and Criminal Ordinances puts loading-zone control in the hands of the city traffic engineer rather than the city council directly: Section 21-143 authorizes that office to pick the location of every passenger and freight curb loading zone in Irving and to post signs stating the hours the zone is in force. Outside those posted hours, the space reverts to ordinary parking or no-parking rules for that block. Within posted hours, Section 21-144 limits a passenger curb loading zone strictly to the expeditious loading and unloading of passengers, capping any stop at three minutes; parking, standing, or stopping for any other purpose is unlawful even briefly.

Section 21-145 governs freight zones: a vehicle may stop only for the expeditious loading, delivery, or pickup of materials, and no stop for that purpose may exceed thirty minutes. A passenger vehicle may still stop temporarily in a freight zone to load or unload passengers, but only if doing so does not interfere with a materials-hauling vehicle that is waiting to enter or about to enter the zone. 00 per offense, with each day (or in practice each occurrence) treated as a separate violation. The scheme dates to the city's original 1958-era traffic code (Ordinance 203) and has not been substantively rewritten since.
