Springfield, OR Parking Rules: Loading Zones (2026)

Section 6.025 is short and absolute: within any area the city designates as a loading zone, a vehicle may be present only for the expeditious loading or unloading of persons or materials, and never for more than 30 minutes regardless of purpose. The Department of Public Works designates and signs loading zones under Section 6.040(1), along with bus zones, taxi stands, and use-restricted parking areas, and must mark each zone by sign or other visible means once it is designated. Springfield Police Department officers and patrol community service officers enforce the limit under Section 6.060 the same way they enforce every other parking rule in the chapter: by marking vehicles and issuing citations, or by impoundment.

Because Sections 6.015 through 6.075 work together, a vehicle sitting in a loading zone past 30 minutes is also exposed to removal under Section 6.075 if an officer finds it obstructing traffic or otherwise creating a hazard. The registered owner remains responsible for any citation issued against the vehicle under Section 6.010, unless someone else was using it without the owner's consent, and the penalty is a civil fine set by council resolution and capped at $500 under Section 6.560. Loading zone signage citywide follows the same yellow-curb or posted-sign standard used for other no-parking areas under Section 6.040(4).
